AN ANALYSYS GOVERNMENT POLICY IN ELAMINATING THE COMPULSORY FONDATION EDUCATION

ABSTRAK

The purpose of the study was to analyze the policy of Pagaralamgovernment in bringing  out  the compulsory educationin Pagaralam. The methode used in this study was qualitative descriptive with policy research method. The data was gathered by  observation,  interviewed,  and   documentation.  The  data  was  analyzed  non statistical in which the problem was examined  carrefuly from severalaspect. The subject  of  this  study  was  government  of  Pagaralam  city  through  :  the  head  of education  official,  the  head  of  statistic  center,  the  head  master  of  primary  and secondary  school,  teachers,  students,  students’  parents  and  other  steakholder  the supported this study. The result of this study showed that the implementationof nine years  compulsory  education  had  been  done  but  had  not  been  maximal  yet.  The problems coused by these following factors: economic, gographic, student intern and environment, and also there is no good cooperation and coordination amongrelated instances and other organizations.
