The research method is qualitative. Informants in this study all employees of the secretariat of the Regional Representatives Council of Bengkulu province of 8 (eight) who were taken from each section, with details of the General Part 2, Section Trial 2, Section Public Relations (PR 2, and Finance Department 2 people. Where each section is taken 1 and 1 Head of the staff. The sampling technique using purposive sampling. Data analysis was conducted through interviews with how repetitive and continuous between the collection and analysis of data, both for data collection in the field and after the data are collected. Data analysis was performed through three (3) stages: reduction, Display, and inference and verification.  The results showed ethical Decision on the Secretariat of the Council of the province of Bengkulu seen the benefits of criteria there are decisions that have the requisite interest as the interest of members of the Board and the government, so that the decision is less memperhatian principle of benefit for agencies Bengkulu Province Council Secretariat and the Secretariat of the Council of Ethical Decision Bengkulu Province views of criteria focuses on the rights have not noticed the rights or interests of the organization or instances and employees, so do not pay attention to the interests of employees and decisions without involving subordinates or employees. In addition, the appointment of PPTK (official Technical Users Activity) only employees are close to the leadership and do not share tasks with other employees. However, because it has the leadership decision, then all employees must comply. Likewise with seniority, job often given to senior employees without involving new employees, so that new employees understand the work that is done slowly. Advice to the Secretary of the Board of Bengkulu province in taking decisions should prioritize the interests and kindness agencies, and in decision-making should consider the rights of employees utntuk give an opinion on the decisions taken and the employees had decided fees should be able to be fair according to the performance of each employee.
